CSEA kicked off a blitz in Clinton County this past weekend. It was a first ever weekend blitz,
designed to allow members to join the effort, and join they did. Led by Local 884 President
Joe Musso, 15 members of his local hooked up with members from sister Local 810 and activists
from Albany, Saratoga, and Washington counties. In all, 24 members joined the effort, most of
whom gave over 18 hours of their time.

The target universe included 1,400 members from 5 locals; Clinton County, Clinton Municipal and
Schools, State DOT, SUNY, and DOCS. 37% were identified as prime voters giving us 523 doors to
knock and 906 homes to drop literature. By the end of Sunday we had completed and unbelievable 87%
of our door knocks and 66% of the literature drops.

The blitz wrapped up Monday evening having completed 99.4% of the door knock universe and 75% of
the literature drops, our highest completion rates yet. Over 200 one on one conversations took
place, with 97% saying they would NEVER QUIT their union.

The Albany phone effort again proved invaluable as many members commented on receiving the call.
One member received a call while he was at his Never Quit worksite meeting.

A big thank you to Region 4 President Ron Briggs, who worked tirelessly to make sure we were
successful. And thank you to all who participated in any way, shape, form, or fashion in the
latest CSEA blitz. Onward to the next!

Words from the President

September 12,2016
Your Negotiating Team met with the County on
Tuesday, August 30, 2016. There are many items in
the mix such as increases to shift differential,
uniform allowance, etc. that have been in the package
proposed during discussions to date. We also proposed
raises of 2% + for four years with the retroactivity to
January 1, 2016 with no increase in health insurance
premium percentages. Additionally we proposed that
longevities be increased by $200 and that this increase
also be retroactive to January 1, 2016.

The County rejected our proposal today regarding health
insurance asking for additional contributions . They agreed
to the raise in longevities only with additional health
contributions. The county agreed to our wage proposal but
only if we accepted an increase in health insurance premiums.
This was not acceptable.

We meet again on September 23, 2016, to continue the discussion
in the hope that the County will present a proposal package that
is acceptable with no raises in health insurance premiums for

All of you are wondering how negotiations are proceeding.
The issue is health insurance first and foremost.
The cost of plans increase every year. This is something
beyond our control as well as managements.
Management bemoans the burden of cost and we empathize
with their concern; however, our Members also bear
that burden in the face of shrinking purchasing power and
shrinking wages. My responsibility lies in
keeping our Member's cost down while negotiating the best
wage package possible. We are in this for
the long run and may possibly go without an agreement,
but it is paramount that we stay the course.

Elections for Statewide Officers, Region IV Officers
and AFSCME slates will be held in the upcoming weeks.
There are two slates running for Statewide Officers,
four slates for Region IV Officers and three for
AFSCME slates for Region IV. Ballots will be mailed
today, January 19, 2016, and you should be receiving
them within a few days.

Many People are seeking leadership roles; therefore,
I urge yuou to take the time to read the material and ,
more importantly, cast your vote for those you feel
will be the best individuals to lead the State and Region
and represent us at the AFSCME Convention in July of 2016.
