AFSCME and CSEA have commenced a campaign both nation-wide and statewide to speak to their Members
one on one. To this end they have instituted what they have called the "blitz." Activists and staff go
to Members homes and meet them in the worksites to speak to them about their concerns and to assure
them that the Union will never quit on them.

CSEA has had several of these blitz's in different areas of the State; Nassau County, Westchester County,
Erie County and Saratoga County to name a few. Months ago I petitioned CSEA to hold a blitz in
Clinton County. I was first met with skepticism; however, with the help of Region IV President Ron Briggs
and Statewide President Danny Donohue, the blitz is coming to Clinton County.

Beginning Saturday, October 1, 2016 and going through Sunday, October 2, 2016, CSEA Local 884 Members,
Activists from Region IV and staff from both the Region and State will be visiting Members at their homes
and dropping literature off at houses. On Monday, October 3rd and Tuesday October 4th, 2016, we will be
speaking to Members at their worksites during break times and lunch hours. The goal is Member education
and Member involvement. We are asking volunteers from our active Members to donate as many hours as they
can to participate during the weekend. Staff and other Activists who have been involved in prior blitz's
will be training us on Saturday morning prior to going out. This is about talking to our Members,
listening to their concerns and empowering them about their Union. Who better is able to talk to our
Members than those that have been actively involved?

Words from the President

September 12,2016
Your Negotiating Team met with the County on
Tuesday, August 30, 2016. There are many items in
the mix such as increases to shift differential,
uniform allowance, etc. that have been in the package
proposed during discussions to date. We also proposed
raises of 2% + for four years with the retroactivity to
January 1, 2016 with no increase in health insurance
premium percentages. Additionally we proposed that
longevities be increased by $200 and that this increase
also be retroactive to January 1, 2016.

The County rejected our proposal today regarding health
insurance asking for additional contributions . They agreed
to the raise in longevities only with additional health
contributions. The county agreed to our wage proposal but
only if we accepted an increase in health insurance premiums.
This was not acceptable.

We meet again on September 23, 2016, to continue the discussion
in the hope that the County will present a proposal package that
is acceptable with no raises in health insurance premiums for

All of you are wondering how negotiations are proceeding.
The issue is health insurance first and foremost.
The cost of plans increase every year. This is something
beyond our control as well as managements.
Management bemoans the burden of cost and we empathize
with their concern; however, our Members also bear
that burden in the face of shrinking purchasing power and
shrinking wages. My responsibility lies in
keeping our Member's cost down while negotiating the best
wage package possible. We are in this for
the long run and may possibly go without an agreement,
but it is paramount that we stay the course.

Elections for Statewide Officers, Region IV Officers
and AFSCME slates will be held in the upcoming weeks.
There are two slates running for Statewide Officers,
four slates for Region IV Officers and three for
AFSCME slates for Region IV. Ballots will be mailed
today, January 19, 2016, and you should be receiving
them within a few days.

Many People are seeking leadership roles; therefore,
I urge yuou to take the time to read the material and ,
more importantly, cast your vote for those you feel
will be the best individuals to lead the State and Region
and represent us at the AFSCME Convention in July of 2016.
